Gleneden Sanitary District Wastewater
Treatment Plant
⮚ 1968 GSD (Gleneden Sanitary District) established.
⮚ 1973-09-21 Depoe Bay and GSD establish an IGA (intergovernmental agreement)
providing for the joint use and maintenance of a common sewer treatment facility to
be constructed by Depoe Bay. At the time of this agreement, neither party has
completed construction of its sewage treatment or collection facilities. Agreement
is based upon projection and estimates.
⮚ 1976-04-07 Depoe Bay and GSD strike and terminate previous IGA replacing it with
a new agreement. Depoe Bay has finished construction of its collection system and
treatment facilities to be used by both parties and is in the process of collecting and
treating its own sewage. GSD is now nearing completion of its collection facility and
preparing to connect to Depoe Bay’s system whereupon Depoe Bay will commence
treating GSD sewage. GSD agrees to pay Depoe Bay a connection charge based
upon a percentage to be determined by the Depoe Bay engineer for the enlargement
of the shared treatment plant and collection system to accommodate GSD sewage
flow. This percentage shall be the connection charge and shall be certified to GSD.
GSD shall pay its portion to Depoe Bay. The annual operation and maintenance
percentage cost of the shared system within the Depoe Bay district shall be
determined on the actual ratio of the metered sewage flows of GSD and Depoe Bay.
⮚ 1976 GSD collection system operational
⮚ 1991-10-14 Depoe Bay and GSD strike and terminate previous IGA replacing it with
a new agreement. Both Depoe Bay and GSD have installed metering to measure
flow at both systems. Data is to be shared between parties. Limits on flows are set
for GSD to send to Depoe Bay. Within 60 days from the close of the fiscal year,
Depoe Bay will ascertain plant flow and actual operation and maintenance costs for
the preceding year and submit the same to GSD. In the event of any underpayment
or overpayment for the preceding fiscal year, GSD will be billed or credited to the
payments due for the next fiscal year. The intent of this provision and agreement
being that GSD shall share only in those costs directly related to the operation and
maintenance of the Depoe Bay system that treats GSD sewage. Depoe Bay and GSD
have formed an Advisory Committee composed of three members from each entity

to recommend GSD and Depoe Bay concerning the sanitary system. This agreement
shall be binding upon successors and terminable upon five (5) years’ notice.
⮚ 1998-12-31 Depoe Bay and GSD sign current IGA striking and terminating the
previous agreement. GSD flow limits are set at 400,000 gallons per day and 800,000
gallons per day peak flow to Depoe Bay. Depoe Bay authorizes the issue of Revenue
and General Obligation Bonds to immediately expand and improve the Shared
Facilities to meet DEQ (Department of Environmental Quality) required standards
and future growth. The Annual Total Cost of operations shall now be based on the
EDU (Equivalent Dwelling Units) count and the ratio between Depoe Bay and GSD.
Depoe Bay and GSD shall keep an account and shall provide by January 31 each
year a report to the other Party of the number of EDUs within their respective
boundaries as of December 31 of each year. Each Party’s percentage of total EDUs
shall be the basis upon which Annual Total Cost shall be shared. GSD shall share
only in the actual Annual Total Costs directly relating to the Shared Facilities. The
five (5) year termination clause is still in effect and can be initiated by either party
with notice.
